为了让更多的幼儿享受到“公平 而有质量，均衡而有特色”的优质学 前教育，济南不断扩增学前教育优质 资源，让孩子们在家门口“上好园”，实 现人民群众对“幼有优育”的美好期盼。
在多年的积淀和发展中，在寓教 于乐的教学理念中，济南改革创新提 高保教质量，率先在全省出台《关于 幼儿园网格化触点式管理指导意见》 《济南市全面推进“以游戏为基本活 动”的幼儿园课程改革实施方案》和 《济南市幼小衔接攻坚行动计划》，引 领全市幼儿园遵循学前教育规律，让 教育在自由自主潜移默化的环境中发 生，让孩子们快乐成长。
如何构筑幼儿园，守护孩子无忧 的童年，是每个家长的心之所系。为办 好让人民满意的学前教育，多年来，济 南把防范风险、服务发展摆在更加突出 的位置，不断创新管理方式，细化落 实安全管理责任，在全市范围内形成 了 14 个一级网格、197 个二级网格、406
个网格组，构建起“横向到边、纵向 到底”的“网格化触点式”管理体系，实 现了全方位覆盖、无缝隙对接管理，确 保了济南学前教育健康有序发展。
在安全的基础上，优质均衡发展 是济南教育的终极目标。为此，济南 教育组建了 43 个幼教集团、99 个镇 村一体化、196 个公办 + 民办共同体，充 分发挥公办幼儿园示范辐射作用，不 断扩大公办幼儿园规模，提升民办幼 儿园办园质量，在安全、普惠、优质 的学前教育发展路上，不断前行。
“求木之长者，必固其根本”。 “十四五”期间，济南将持续扩大基 础教育资源的有效供给，实施《济南 市 2019-2030 年中小学校幼儿园布局 规划》，将再新建改扩建中小学幼儿 园 300 所以上。同时，坚持公益普惠 的基本办园方向，加大对普惠性民办 幼儿园管理和保教质量提升的扶持力 度，推进学前教育优质普惠发展 全 面改善幼儿园办园条件，力争省级三 类以上幼儿园覆盖面达到 85% 以上，其 中省示范、一类、二类幼儿园占比达 到 60% 以上，不断提高人民群众的教 育获得感和幸福感，为国家和民族的 未来夯实人才之基。(本文图片除署 名外由百合幼教集团提供)
