平阴县研究出台《关于进一 步加强村(社区)党组织书记监 督管理的意见》，细化“一肩挑” 形势下加强村(社区)党组织书 记监督管理 15 项制度，促进村 级工作健康有序进行。全面推行 “4+X”主题党日制度，“4” 即“四个统一”规定动作:全县 统一时间、统一形式、统一主 题、统一缴纳党费。“X”即各 单位党组织根据各自实际确定自
选动作，严格落实支部建设“六 项制度”，基层支部建设实现全 面提升。全面推行党员积分制管 理，让党员亮身份、亮承诺、亮 积分，争做合格党员，争当服务 先锋。推动“干部下社区、服务 进万家”。从全县党政机关选 派 54 名退出领导班子的副科级 以上领导干部、16 名公安民警 下沉 19 个城市社区担任第一书 记、党建指导员，协调解决社区 难点问题 1200 余件，公安民警 下沉社区经验得到省委主要领导 的批示和肯定。

组 527 个，推选楼长 988 人、单 元长 2140 人，完成党员中心户 挂牌 8872 户，健全了“社区大 党委—网格党支部—楼院党小 组—党员中心户”“社区居委会— 网格长—楼长—单元长”基层网 格治理体系。打造 20 个社区网 格党群服务站，成立了物业行业 党委。着力解决机关党建“灯下 黑”问题，进一步完善党组抓机 关党建工作 28 条责任清单。开 展“一机关一品牌、一支部一特 色”创建活动，形成机关党建品 牌 55 个。开展“两新”组织党 建“百千万提升工程”，打造市 级“两新”组织示范点 5 个、县 级 13 个，非公企业党组织覆盖 率达到 89 9%，社会组织党组织 覆盖率达到 75%。(本文图片由 中共平阴县委宣传部提供)
