自 20 20 世纪 20 20 年代开始，以省运 会为主的各大赛事便风起云涌。而单 单在济南，就举办了 15 次之多的大型 运动会，为后来全民体育的发展奠定 了坚实的基础，成为了体育发展史上 不可或缺的一笔。
济南举办的首届大型运动会是 1921 年全省学生联合运动会，而规模 比较宏大、次数比较多的当属此后举
办的两次华北运动会和连续七届山东 省运动会。
1946 年 6 6 月，山东省抗战胜利后 首届体育运动会在济南省立体育场举 行，千余名运动员参加比赛。济南第 一临时中学巩镜霞在女子组跳高比赛 中，以 1 1 39 米的成绩打破 1937 年的 全国纪录。

东省会第一届秋季运动会和春季运动 会举行。期间懿范女中高中学生王 灿华以 11 11 14 米和 12 11 11 米的成绩连 续两年打破女子铅球全国纪录，同 校学生徐玫琳也以 1 40 米的成绩打 破女子跳高全国纪录。之后的 1949 年 5 月，济南解放后第一次体育运动 会——纪念五月革命节运动大会也得 以顺利举行。
