局规划的龙头企业和重点企业信息，加大对接
力度，并多次赴北京、上海、杭州等地区考察，
做好与意向投资企业的对接工作。

就是服务。历下区充分发挥“店小二”精神，
着力打造独有的招商服务品牌，加强区投促局
与工商、税务、财政等相关部门协调配合，对
重点招商企业全面跟进，提供注册、审批等绿
色通道服务；根据企业需求，对引入企业的高
管在子女入托、入学、住房等方面提供了完善
的后续保障服务；同时，历下区通过政府购买
社会化服务方式，为新引进重点企业高端管理
人才提供汽车救援、急诊就医等贴身服务；不
仅如此，历下区还投入 3800 余万元购买了黄
金时代广场 40 套公寓建设“济南中央商务区人
才之家”，重点用作企业高层次人才的短期生
活和前期商洽用房。
以商招商、以情招商的招商模式以及亲商、
安商的投资环境吸引着越来越多的优质企业和
高端人才纷纷集聚历下，独特的招商模式也让

Lixia District has made achievements in investment promotion
because of its unique way of attracting investment.
Investment promotion was the focus of most concern in Lixia District in 2017. Regarding investment promotion as a consistent goal of Lixia
District, it has established an investment promotion pattern featuring the transition from “the introduction of large-scale, influential and high-
quality investments” to “the investment promotion with the mobilization of all departments and sub-streets, professional investment promotion by
functional departments, investment attraction via the platform of Lixia Holding and investment promotion boosted by social organizations”. Especially
in recent years, the district has reinvented to form a special method for business promotion with its own characteristics, focusing on meeting the priority
tasks of “creating four centers, building modern Jinan” and “establishing a first-rate district in the province”.
Lixia District has confirmed investment promotion as the lifeline for growth in the region and launched a series of measures, encouraging the
secretary of the District Party Committee and the district mayor to lead and schedule all aspects of key projects, important activities and major issues of
investment promotion along with the establishment of business and investment promotion council. At the same time, members of local departments and
units in the district were involved in the assignment of target, responsibility and task, making a concerted effort to forge a service system for attracting
investment on a massive scale.
