从区位优势上看，济南自古以来就是中国南 北交通咽喉和资本布局重镇，对北方具有很强的 辐射力、引领力和代表性。在济南建设科创金融 改革试验区，有利于将试验区的创新效应、改革 效应在更大范围、更快速度进行推广复制。另一 方面，黄河流域生态保护和高质量发展重大国家 战略明确了济南黄河流域中心城市定位，新旧动 能转换起步区获批赋予了济南为全国新旧动能转 换“当引领”的重大责任，这样的背景为济南建 设科创金融改革试验区奠定了良好的基础。
济南在金融与科技创新产业方面也有先天优 势。在科技创新方面，济南综合科技实力连续数 年居山东省首位，“科创济南”建设成果丰硕，为 城市高质量发展提供了强劲支撑。目前，济南市 已有 5 家企业成功登陆科创板，1 家企业科创板 IPO 注册获证监会通过，9 家企业登陆创业板，科 创板企业上市公司数量、市值居全省首位。在金 融方面，济南区域性金融中心经过多年建设，已 经成为山东省金融业规模最大、机构数量和从业 人员最多、服务功能最强的城市。
试验区赋予了济南为国家探索科技与金融融 合的新路径、新模式和新机制的历史重任，为济 南开创金融支持科技创新的新局面赋予新使命、新
目标和新动力，对于济南乃至山东的金融深化改 革和科技创新具有重要推动价值，对于推动区域 协调发展，引领北方以及全国产业升级、经济转 型具有重要示范效应。济南市将抢抓国家科创金 融改革试验区机遇，积极探索利用金融资本支持 科技创新的新模式、新产品、新服务，促进科技 与金融良性互动、深度融合。
日前，山东省政府新闻办召开发布会对《山 东省济南市建设科创金融改革试验区实施意见》 进行解读。发布会表示，济南科创金融改革试验 区以“建立完善覆盖科技创新全链条的金融生 态链”为目标，将在建立健全科创金融组织体 系、深化科创金融产品和服务创新、拓宽科技创 新型企业资本市场融资渠道等 7 个方面进行先行 先试，为全国科创金融改革提供可复制可推广的 经验。济南将从健全科创金融组织体系，完善科 技创新全周期金融服务，推动金融、科技和产业 融合发展，推进要素市场和平台建设，促进区域 金融合作开放，优化金融生态环境等 6 个方面 31 项内容发力，着眼健全适应科创金融发展的服务 手段、模式、产品和工具等，着力完善覆盖科技 创新全周期的金融生态链。
济南将如何创造出科创金融的济南模式，交 出科创金融先行先试的答卷，让科创金融成为赋 能软实力的“金字招牌”，我们拭目以待。
